OPS y países de las Américas buscan establecer una comisión intersectorial contra la influenza zoonótica

Río de Janeiro, Brasil, 14 de marzo de 2024 (OPS) – Con el objetivo de fortalecer la preparación, prevención y control de la influenza aviar, la Organización Panamericana de la Salud (OPS) convocó esta semana a sus 35 Estados miembros en Brasil para establecer una comisión regional para combatir esta enfermedad. El encuentro tuvo lugar cuando el mundo está experimentando una alta propagación del virus en aves y mamíferos, lo que representa un riesgo potencial para la salud pública.

Los participantes coincidieron en la necesidad de crear una comisión intersectorial para fortalecer la detección, prevención y respuesta a la influenza zoonótica. “Es fundamental impulsar esta comisión bajo el enfoque de ‘Una salud’. Esto contribuirá a abordar de manera integral las zoonosis”, afirmó el doctor Sylvain Aldighieri, Director del Departamento de Prevención, Control y Eliminación de Enfermedades Transmisibles de la OPS.

La Comisión intersectorial para la prevención y control de la influenza zoonótica en las Américas actuará como un motor para que los ámbitos de la salud pública, animal y ambiental intercambien información actualizada sobre vigilancia, riesgo epidemiológico y evolución de los virus circulantes. Además, se espera que la Comisión promueva estrategias a nivel nacional, subregional y regional; y fortalezca la coordinación entre sectores.

La OPS, a través de su Centro Panamericano de Fiebre Aftosa y Salud Pública Veterinaria (PANAFTOSA), dirigió la reunión que se desarrolló del 12 al 14 de marzo para discutir los objetivos, la estructura y la operatividad de la Comisión.

Se estima que el 75% de las enfermedades humanas infecciosas emergentes tienen su origen en animales. Desde 2020, una variante del subtipo A(H5N1) del virus influenza aviar ha causado muertes en aves silvestres y de corral en múltiples países de África, Asia, Europa, América del Norte y, en 2022, se extendió a Centroamérica y América del Sur.

En enero de 2023, se reportó el primer caso de infección humana por influenza aviar A(H5N1) en América Latina, y desde entonces, varios países de la región han confirmado casos tanto en aves como en humanos. Hasta el momento, los casos de influenza aviar en humanos han sido esporádicos y no se ha identificado una transmisión sostenida entre personas.

“Es crucial que los países sigan reforzando la detección temprana y la contención frente a cualquier evento o brote en la interfaz entre humanos y animales”, afirmó el doctor Ciro Ugarte, Director del Departamento de Emergencias en Salud de la OPS. “Esta vigilancia y respuesta deben ser colaborativas”, agregó.

La Comisión estará integrada por representantes de los Ministerios de Salud de los países de la región, entre ellos de las áreas de influenza estacional, zoonótica y pandémica, epidemiología y laboratorio, servicios veterinarios oficiales, representantes nacionales del sector medioambiental relacionados con la influenza aviar, así como de los centros colaboradores, con la OPS ejerciendo como secretaría.

Según Ottorino Cosivi, Director de PANAFTOSA, la Comisión “actuará como un catalizador del trabajo regional para abordar la influenza aviar”. Cosivi resaltó la eficacia de otros mecanismos regionales coordinados por la OPS, como la REDIPRA, que facilita la colaboración intersectorial en la lucha contra la rabia en las Américas, y ha contribuido significativamente hacia la eliminación de esta enfermedad en la región.

En la reunión esta semana participaron también representantes de varias organizaciones, incluyendo la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO), el Instituto Interamericano de Cooperación para la Agricultura (IICA), el Organismo Internacional Regional de Sanidad Agropecuaria (OIRSA), la Red de Sanidad Animal del Caribe (CaribVET), la Secretaría Ejecutiva del Consejo de Ministros de Salud de Centroamérica y República Dominicana (SE-COMISCA), los Centros para el Control y la Prevención de Enfermedades de los Estados Unidos (CDC, por su sigla en inglés), el Servicio de Inspección Sanitaria de Animales y Plantas de los Estados Unidos (APHIS, por su sigla en inglés) y los centros colaboradores de la Organización Mundial de la Salud (OMS) para influenza humana y animal.
