THE mayors of the cities of Quezon, Malabon and Parañaque were the top performing local chief executives in Metro Manila, based on an independent and noncommissioned survey.
Based on the March survey of the RP-Mission and Development Foundation Inc. (RPMD), Quezon City Mayor Joy Belmonte again received the highest job performance rating for a local chief executive in the National Capital Region, with 89.1 percent.
Belmonte was followed by Malabon’s Jeannie Sandoval with 88.7 percent and Parañaque’s Eric Olivarez with 88.5 percent.

Rounding up the top five performers were Dale “Along” Malapitan of Caloocan City with 88.3 percent, and John Rey Tiangco of Navotas City with 88.2 percent.

Dr. Paul Martinez, global affairs analyst and executive director of RPMD, said the survey incorporated various metrics such as leadership vision, policy implementation, financial management, public service quality, community engagement, and crisis management.
Martinez said the survey also thoroughly assessed the mayor’s initiatives toward sustainable development and environmental preservation and their efforts in promoting economic growth, ethical governance, and inclusivity.
He also said quantitative data and qualitative insights were combined to create the framework for evaluating the mayors’ effectiveness, accountability, and overall community impact.
Martinez said the strong performance of the top-performing mayors in the first quarter of 2024 exemplifies their “robust leadership and their responsiveness to the dynamic needs of their communities.”
He cited in particular the high performance rating of Olivarez which he said was due to his “effective approach to programs and projects for his constituents as well as his immediate response to different calamity situations in the city,” even though there was a slight drop in his job performance rating of 90 percent from Dec. 27, 2023, to January 5.
The “Boses ng Bayan” survey was conducted from March 18 to 24.
It polled 10,000 adults and has a margin of error of +/-1% at a 95 percent confidence level.
