Minister of Municipal Affairs approves excavation license work

Minister of Municipal, Rural Affairs and Housing, Majed Al-Hogail, endorsed the excavation license work, which will come into effect as of the publication date.

As reported by Umm Al-Qura newspaper on Feb. 23, Friday, the terms and conditions of these regulations apply to coordinating the services of public utilities for issuing excavation licenses within the urban scope of the city under the supervision of the municipality through the “Nassik” service for all excavation-related activities, in coordination with relevant authorities.
 

Excluded from this is the Riyadh region, as per the Cabinet decision No. 902, approving the establishment of the Infrastructure Projects Center in the Riyadh region.

The entity applying for the license is required to submit excavation license applications through the service via the “Balady” platform. The application is to be accepted electronically within 48 hours. For the project coordination office, after the Secretary’s approval, an additional 24 hours can be extended, not exceeding a total of 72 working hours for each license.

The conditions for issuing excavation licenses state that a traffic plan (approved by traffic departments) must be submitted in case of street closure or change in traffic direction. The duration of licenses for road works should not exceed 150 days for highways and 300 days for main, sub-main, and local streets. The municipality has the authority to extend the license duration, not exceeding the project implementation period.

It is also stipulated that the duration of general excavation licenses for highways should not exceed 30 days and 60 days for other main, sub-main, and local streets. All types of roads in the central area of the cities of Makkah and Madinah are treated as highways.

Furthermore, compliance with the technical requirements issued by the ministry, including adherence to the specified timelines as indicated in the issued licenses, compliance with the specified path length for the license, and adherence to the coordination agreements between the license-seeking entity and relevant authorities, is mandatory.
