En visita a Uruguay, Director de OPS se reunió con altas autoridades y destacó fortalezas del sistema de salud del país

Montevideo, 6 de diciembre de 2023 (OPS)- El Director de la Organización Panamericana de la Salud (OPS), doctor Jarbas Barbosa, visitó esta semana Uruguay donde se reunió con altos funcionarios del gobierno, legisladores y decanos de facultades de medicina, visitó hospitales y centros de salud, y asistió al Foro Regional: Alianza por la Atención Primaria en Salud en las Américas.

Durante la apertura del Foro, el doctor Barbosa lanzó la Alianza por la Atención Primaria en Salud en las Américas, algo que describió como un “momento histórico” y un “primer paso para que la región sea líder mundial en APS”. La alianza es una colaboración de la OPS, el Banco Interamericano de Desarrollo (BID) y el Banco Mundial a los países de la región para ampliar y fortalecer la atención primaria.

El doctor Barbosa transmitió su agradecimiento al presidente de Uruguay, Luis Lacalle Pou, quien participó el lunes de la apertura del Foro, y destacó el Sistema Nacional Integrado de Salud (SNIS) del país, que “brinda cobertura al 100% de la población con un gasto público en salud superior al 6% del producto interno bruto -mayor al promedio regional- y un gasto de bolsillo de solamente el 15% gasto total en salud -inferior al promedio-”.

En su primera visita oficial al país desde que asumió la Dirección de la OPS en febrero de este año, el doctor Barbosa se reunió con la vicepresidenta Beatriz Argimón, el canciller Omar Paganini, el prosecretario de la Presidencia y representante de la Agencia Uruguaya de Cooperación Internacional (AUCI), Rodrigo Ferrés, la ministra de Salud Pública, Karina Rando, el subsecretario José Luis Satdjian y los equipos técnicos de la cartera sanitaria, junto con el representante de la OPS/OMS en Uruguay, Hernán Montenegro.

En la cita con la vicepresidenta, el doctor Barbosa señaló que el país “tiene una atención primaria de salud modelo para la región, de la que otros países pueden extraer enseñanzas”. Con el Canciller de Uruguay, el director de la OPS analizó “el potencial de cooperación sur- sur del país en diversos temas de salud como su modelo de atención primaria en salud y abordamos la producción regional de insumos médicos y vacunas”, según comentó el doctor Barbosa.

El doctor Barbosa recorrió el Palacio Legislativo y se reunió con los diputados Cristina Lustemberg y Milton Corbo, integrantes de la Comisión de Salud Pública y Asistencia Social de la Cámara de Representantes. En el encuentro intercambiaron sobre el rol que tienen los legisladores en formular leyes que promuevan y protejan la salud.

El Director de la OPS también mantuvo encuentros con el decano de la Facultad de Medicina de la Universidad de la República, Arturo Briva, y con Daniel Salinas, decano de la Facultad de Ciencias de la Salud de la Universidad Católica del Uruguay y exministro de Salud.

El doctor Barbosa visitó además el Hospital de Clínicas, centro de salud universitario de Uruguay y referente nacional en formación de recursos humanos. En ese recorrido, dialogó con los encargados del Centro de Información y Asesoramiento Toxicológico (CIAT), que es un centro colaborador de la OPS/OMS. En otra visita, conoció el Centro de Salud Giordano de la Administración de los Servicios de Salud del Estado (ASSE), una institución del primer nivel de atención.

La agenda del Director de OPS también incluyó reuniones con representantes de la ONU en Uruguay, que tuvieron por objetivo reforzar el trabajo conjunto. 

En una sesión paralela al Foro Regional, el doctor Barbosa participó en una sesión informativa organizada por la OPS, el BID y el Departamento de Estado de los Estados Unidos a fin de brindar información a los delegados de la región sobre la iniciativa Diálogo de Salud y Economía de las Américas (EHA, por sus siglas en inglés). EHA busca promover el compromiso político para fortalecer la salud pública y proteger a las economías con el objeto de estar mejor preparados para una eventual próxima pandemia.

Durante el cierre del Foro Regional, el Director de OPS concluyó que luego de tres días de intercambio y reflexión entre representantes de más de 30 países de la región, queda “muy remarcada la idea de que, sin una atención primaria fuerte, renovada, con capacidad de resolución, no vamos a tener sistemas de salud resilientes”.

Para el doctor Barbosa, el Foro Regional y la nueva Alianza deben traducirse ahora en acciones concretas. “Debemos transformar este momento en una acción bien coordinada para el fortalecimiento de la atención”, dijo.
