La OPS, el Banco Mundial y el BID se unen para fortalecer el financiamiento de la salud en el Caribe

Washington D.C., 5 de junio de 2024 (OPS)- Bajo el paraguas de la Alianza para la Atención Primaria de Salud (A4PHC), la Organización Panamericana de la Salud (OPS), el Banco Mundial y el Banco Interamericano de Desarrollo (BID) convocaron esta semana al Foro de Financiamiento de la Salud en el Caribe, un evento interactivo de dos días para explorar vías para fortalecer el financiamiento de la salud en esa región.

Representantes de los ministerios de salud y finanzas del Caribe, incluidos Bahamas, Barbados, Belice, Dominica, Granada, Jamaica, Santa Lucía y San Vicente y las Granadinas, participaron en el foro celebrado en la sede del Banco Mundial en Washington, D.C.

Durante el foro, la doctora Rhonda Sealey-Thomas, Subdirectora de la OPS, destacó el liderazgo de la región en atención primaria de salud y enfatizó la necesidad de contar con estrategias integrales de financiamiento de la salud. Asimismo, señaló los desafíos para garantizar un financiamiento sostenible, como la dependencia del Caribe de los ingresos del turismo mundial, el aumento de los desastres naturales inducidos por el cambio climático y el impacto desproporcionado de las crisis económicas externas.

Actualmente, el gasto público en salud en la región es bajo (3,6% del PIB) y los gastos de bolsillo son altos (casi el 31% del gasto sanitario actual). Esto supone una carga significativa para los hogares y con frecuencia conduce a gastos catastróficos en salud y empobrecimiento.

Sin embargo, según la Subdirectora de la OPS, “el análisis del espacio fiscal, la movilización de recursos nacionales, una mayor protección financiera y una mejor eficiencia y coordinación en el financiamiento de la salud” permitirían a la región construir sistemas de salud resilientes basados en la atención primaria de salud.

El Foro de Financiamiento de la Salud del Caribe abarcó una variedad de temas, incluyendo el avance de las reformas de financiamiento de la salud, la reversión del deterioro de la protección financiera para la cobertura universal de salud, las lecciones aprendidas de los seguros de salud y las estrategias para movilizar, agrupar y asignar recursos para el financiamiento de la salud universal. Además, los asistentes compartieron presentaciones y experiencias específicas de cada país, centrándose en las compras estratégicas, el uso de datos y el impulso de las reformas de financiamiento de la salud en la atención primaria.

Al clausurar el Foro, Mary Lou Valdez, Directora Adjunta de la OPS, subrayó la necesidad crítica de mejorar la producción y el análisis de información que permita a los países identificar a las personas que enfrentan barreras financieras para acceder a los servicios de salud y comprender los principales factores que impulsan el gasto de bolsillo, el cual puede generar dificultades económicas en la población caribeña.

Entre los principales resultados de las deliberaciones del Foro se destacaron la necesidad urgente de generar datos, crear capacidad en materia de financiación de la salud y facilitar el intercambio de experiencias para avanzar en las políticas de financiación sanitaria en el marco de la salud universal y de unos sistemas de salud resilientes basados en la atención primaria en el Caribe.

La Alianza para la Atención Primaria de Salud en las Américas (A4PHC), una colaboración entre la OPS, el Banco Mundial y el BID, tiene como objetivo impulsar la inversión, la innovación y la implementación de políticas e iniciativas para transformar los sistemas de salud en la región de las Américas, haciendo especial hincapié en la atención primaria de salud.
