Lições da pandemia devem ser transformadas em ações para que o mundo esteja mais bem preparado para futuras emergências, destaca diretor da OPAS na abertura da 17ª Conferência Nacional de Saúde, no Brasil

Brasília, 3 de julho de 2023 – O diretor da Organização Pan-Americana da Saúde (OPAS), Jarbas Barbosa, participou neste domingo (2/07) da 17ª Conferência Nacional de Saúde, em Brasília (DF), Brasil. O evento é um dos momentos mais importantes de participação social do país.

O diretor da OPAS destacou que no contexto atual, em que a pandemia de COVID-19 saiu da fase aguda, é fundamental que todas as lições aprendidas sejam transformadas em ações propositivas para que o mundo esteja mais bem preparado para futuras emergências que possam surgir.

“Isso é o mínimo que podemos fazer para homenagear e honrar as milhões de pessoas que morreram durante a pandemia e os trabalhadores de saúde que não se eximiram de prestar assistência, mesmo correndo riscos de vida”, destacou.

Jarbas Barbosa também chamou a atenção para a necessidade de a América Latina e o Caribe produzirem mais vacinas, medicamentos e equipamentos de proteção pessoal para suas populações. “A primeira vítima da pandemia foi a solidariedade, países ricos compraram vacinas com capacidade três a quatro vezes maior do que sua população, enquanto países pobres tiveram uma dificuldade tremenda de conseguir acesso às vacinas”, ressaltou.

Ainda em seu discurso, o diretor da OPAS destacou o impacto da pandemia nos programas prioritários de saúde que retrocederam nesse período. Ele citou como exemplos o aumento da mortalidade materna após mais de 20 anos de redução contínua, a queda nas coberturas vacinais, com mais de 25% das crianças na América Latina e no Caribe deixando de receber vacinas, além de milhares de pessoas com hipertensão, diabetes e câncer que perderam a oportunidade de ter a doença diagnosticada, tratada e controlada durante os picos de transmissão da pandemia.

“Por isso, é importante que aproveitemos a visibilidade que o setor de saúde ganhou durante a pandemia para construirmos sistemas de saúde resilientes, com melhor financiamento, com atenção primária forte, próxima da comunidade e resolvendo os problemas de saúde das pessoas”, concluiu.

Defender o SUS, a Vida e a Democracia – Amanhã Vai Ser Outro Dia

A 17ª Conferência Nacional de Saúde é organizada pelo Conselho Nacional de Saúde (CNS) e pelo Ministério da Saúde do Brasil. Com o tema “Defender o SUS, a Vida e a Democracia – Amanhã Vai ser Outro Dia”, a etapa nacional dessa edição segue até quarta-feira (5/07).

Em seu discurso, a ministra da Saúde, Nísia Trindade, falou sobre a importância da união de esforços e da colaboração regional para que o desenvolvimento ocorra de forma coletiva. “O Brasil só avançará se também avançarmos junto com a região das Américas, se colocarmos a nossa voz em defesa da igualdade efetiva entre as nações. É essa força que precisamos, sem abrir mão das nossas diferenças, e fortalecendo a nossa unidade”.

O presidente do CNS, Fernando Pigatto, celebrou as movimentações de base realizadas nas etapas preparatórias desta edição. “Hoje somos a representação real e amorosa da resistência e da esperança por um sistema de saúde para todas as pessoas. Foi a luta social que aprovou o SUS (Sistema Único de Saúde) em 1988 e chegamos à 17ª Conferência por um caminho construído e trilhado por inúmeras lutadoras e lutadores para que saúde não seja apenas ausência de doenças”, declarou.

Na ocasião, o presidente do CNS e a ministra da Saúde lançaram a campanha Conselho Local de Saúde, com objetivo de fomentar a criação de conselhos nas 42 mil Unidades Básicas de Saúde do SUS existentes no Brasil.

As Conferências Nacionais de Saúde ocorrem a cada quatro anos e são importantes espaços de diálogo entre governo e sociedade para a construção das políticas públicas de saúde. A etapa nacional marca o fim de um processo que contou com etapas preparatórias municipais, estaduais e conferências livres que contaram com mais de 2 milhões de participantes em todo o Brasil – o dobro da última edição.

Pela primeira vez na história, as propostas discutidas em cerca de 100 Conferências Livres, com a participação de mais de 42 mil pessoas em todo o país, estarão presentes na etapa nacional. As conferências livres são organizadas por qualquer segmento da sociedade civil e promovidas em âmbito municipal, intermunicipal, regional, macrorregional, estadual, distrital e nacional.

A 17ª CNS conta com 110 participantes internacionais, de 14 países. Da Região das Américas participam delegações da Argentina, Bolívia, Chile, Colômbia, Equador, El Salvador, Guiana, México, Paraguai, Peru e Venezuela. Além deles, participam delegações dos países da Região da Europa Espanha, Suíça e Itália.
