OPS llama a abordar las inequidades en el acceso a la salud sexual y reproductiva

Washington, DC, 28 de mayo de 2024 (OPS)- La mayoría de los países de la región de las Américas han mejorado la cobertura de servicios de salud reproductiva, que alcanza poco más del 81%, pero aún existen desigualdades entre y dentro de ellos, afirmó el Director de la Organización Panamericana de la Salud (OPS), doctor Jarbas Barbosa, durante un encuentro regional en el Día de Acción por la Salud de las Mujeres.

Las barreras de acceso a los servicios de salud sexual y reproductiva son mayores en poblaciones en situaciones de vulnerabilidad, lo que conduce a que determinados grupos presenten sistemáticamente peores resultados en salud reproductiva. “Abordar estas inequidades es fundamental para lograr la salud universal, proteger los derechos humanos, promover la igualdad de género, luchar contra la discriminación y mejorar los determinantes sociales de la salud”, subrayó el Director de la OPS en un mensaje en video.

La OPS presentó los principales hallazgos y conclusiones del documento Estado del acceso a servicios de salud sexual y reproductiva, presentado ante el Consejo Directivo de la Organización en setiembre de 2023. El documento da cuenta del estado de situación de la salud sexual y reproductiva en la región, las respuestas de políticas sanitarias y las barreras de acceso existentes. Además, sugiere medidas para mejorar la situación sobre la base de evidencia científica y experiencias exitosas. 

Según este informe, el acceso a métodos anticonceptivos de larga duración presenta grandes disparidades entre los países de América Latina y el Caribe. La pandemia de COVID-19 ha tenido un impacto significativo en este acceso, forzando a millones de mujeres a interrumpir su uso debido a disrupciones en la provisión pública y dificultades económicas.

La tasa de fecundidad en adolescentes ha experimentado una ligera disminución en la última década, aunque persisten variaciones importantes entre subregiones y países. Sin embargo, se estima que millones de embarazos en esta franja de edad son no planificados cada año.

El doctor Barbosa se refirió a la mortalidad materna y expresó que “sigue siendo inaceptablemente alta en las Américas y no se corresponde con el nivel de desarrollo de la región ni con los recursos que se han invertido para abordar este problema”. Sobre este punto señaló como una de principales dificultades la existencia de inequidades en el acceso a una atención de calidad.

El Director de OPS expresó que es fundamental contar con marcos normativos, políticas y regulaciones orientadas a la atención primaria de salud, con una visión integral de salud, sexualidad y reproducción. Destacó la necesidad del trabajo intersectorial que abarque, no solo áreas de la salud, sino que involucre también a educación y protección social. Además, realizó un llamado a fortalecer el compromiso político para asegurar una financiación adecuada y sostenible para la implementación de intervenciones costoefectivas dentro de los sistemas de salud.

“Con esfuerzos sostenidos y colaborativos, podemos fomentar sociedades en las que las mujeres puedan experimentar la maternidad de manera segura, positiva y digna. Los imperativos de la salud y los derechos humanos son claros: es hora de que la comunidad sanitaria mundial se una en torno a la agenda para garantizar la salud y los derechos sexuales y reproductivos”, sentenció.

Por su parte, la Directora del Centro Latinoamericano de Perinatología, Salud de la Mujer y Reproductiva (CLAP/SMR) de la OPS, doctora Suzanne Serruya, presentó las principales conclusiones del documento y señaló que se ha comprobado que la inversión en salud sexual y reproductiva tiene importantes beneficios para los Estados, las sociedades y las personas. “Garantizar el acceso a los servicios de salud sexual y reproductiva es una cuestión de derechos humanos y una estrategia para el desarrollo de los países”, destacó.

En la misma línea el Director del Departamento de Sistemas y Servicios de Salud de la OPS, doctor James Fitzgerald, remarcó que existen acuerdos y compromisos asumidos por la región que son ineludibles y requieren la acción de los países para avanzar definitivamente en la agenda de derechos sexuales y reproductivos. “Es un tema de justicia social que tiene un enorme impacto en la vida de las personas, en particular de las mujeres, y es imperioso actuar en consecuencia”, indicó. “Este documento es una herramienta valiosa ya que proporciona información basada en evidencia y plantea pasos a seguir para avanzar hacia una sociedad más justa en términos de derechos sexuales y reproductivos”, agregó el doctor Fitzgerald.  

Participaron del encuentro otras autoridades de la OPS, representantes de las misiones de la Organización de los Estados Americanos (OEA), de los ministerios de Salud de los Estados Miembro de la OPS y de organizaciones de la sociedad civil. Esta acción se realizó con el apoyo de Asuntos Globales Canadá, a través del proyecto Mejorando la salud de las mujeres y las adolescentes en situaciones de vulnerabilidad.
