Neither female was injured, but they were chased by the driver of the vehicle for a short time after they fled the scene, police said.
After an investigation, it was found that four male youths were in the vehicle at the time of the incident. One was deemed to have had no part in it, two were put through a diversion program and the other is now facing the assault and harassment charges.
Police said a video of the incident had been shared widely on social media.
The West Criminal Investigation Unit continues to look into the matter, the release stated, and anyone with further information about the incident was asked to contact the unit at 613-236-1222, extension 2666.
