MANILA, Philippines — Kuwait-bound overseas Filipino workers (OFWs) are assured of heightened protection and enhanced monitoring of their conditions, the Department of Migrant Workers (DMW) announced on Wednesday.
In a statement, Migrant Workers’ Secretary Hans Leo Cacdac confirmed that Kuwait will be easing restrictions on issuing entry and work visas to Filipinos, which was imposed in May last year.
Thus, deployment of professional, skilled, and semi-skilled Filipino workers to the Middle Eastern country will resume, while domestic workers may also be deployed, provided that they have worked overseas.
Cacdac clarified that OFW deployment to Kuwait would resume after the issuance of the agency’s corresponding policy guidelines that would include measures to strengthen the protection of OFWs.
“The said measures include the implementation of a system for the Blacklist and White list of Recruitment Agencies and employers that will participate in the resumption of deployment, the provision of salaries of OFWs through electronic payment to ensure timely payment of wages, and the appointment of welfare officers to monitor, report, and assist OFWs in the whole-cycle of their labor migration,” the DMW said, adding that “both countries also agreed to establish a joint technical working committee to immediately and periodically meet and resolve labor-related issues and other concerns.”

The agreement between the Philippines and Kuwait was reached during a meeting on Sunday in Kuwait, with DMW Undersecretary Bernard P. Olalia, Philippine Ambassador to Kuwait Jose Cabrera III, DMW Labor Attaché Manuel Dimaano, and First Deputy Minister Sheikh Fahd Yousef Saud Al-Sabah of Kuwait.
