on Monday expressed his displeasure at the high number of vacant
faculty positions
at the varsity. The vacancies need to be filled at the earliest and the
GU library
also needs upgrading, he said at the GU’s 35th convocation ceremony.
TOI had reported on Monday that Goa University has been able to fill up only 16 of 101 posts over the past three years and 85 faculty posts are still waiting to be filled up.
“I asked the vice-chancellor how many posts are vacant. Then (when I looked at it) I got a picture as a whole. In many departments, proper educationally trained, qualified persons are not there and that is why it is vacant. Without any hesitation I would like to say, fill such posts at the earliest,” said the governor.
Pillai said that rules should be adapted in a manner that they don’t create obstacles in the university’s functioning.
“Where Sanskrit and oriental subjects are concerned, I couldn’t get anything from there (Goa University library). I asked why,

I can sign, whatever may be the law, that you appoint someone. The basic thing of the law is that, passed by state or any set up in the country, all are for human beings, for smooth functioning of the system. As chancellor, I am ready to do that, sign, saying you appoint somebody. He (vice-chancellor) frankly confessed in front of me that I am trying my level best, but some obstacles of law are there. I am frankly saying because all these people are the patrons of this university,” the governor said.
He said that he was not able to find a book on Sushruta at the Goa University library, when he looked for one, as the Raj Bhavan is installing a statue of Sushruta. Pillai said the varsity library needs to be updated immediately. “I am saying this because the university library should be up to date. That is why technological innovation is needed,” the chancellor said.
“For experts from all over the country or even outside the country, knowledge is the common thing for everybody to exchange, deliver their knowledge. In our university, of course, preference should be given to Goan people. This is Goan university. First priority should be given in all fields to Goan people, because Goa is for Goans. I am not saying Goa is for Goans only. Goa is for everybody in this country and even outside also,” said Pillai.
