Norway, Ireland and Spain announced plans Wednesday to recognize a Palestinian state. While the move is symbolic, the countries expressed hope that it will press Israelis, Palestinians and the international community toward a two-state solution. In response, Israel — whose government rejects a two-state solution — ordered the return of its ambassadors from the three countries.

“Israel will not remain silent in the face of those undermining its sovereignty and endangering its security,” Foreign Minister Israel Katz said while announcing the recall of his country’s ambassadors from Norway and Ireland for consultations.
The Palestinian Authority, which governs parts of the West Bank, and Hamas separately welcomed the announcements on recognition and called on other countries to follow suit. Israeli Prime Minister Benjamin Netanyahu has ruled out the PA’s return to govern the Gaza Strip after the war ends.
European countries, including France and Germany, issued statements in support of the International Criminal Court after its prosecutor said he would seek arrest warrants for top Israeli and Hamas officials.
Ismail Haniyeh, the head of Hamas’s political wing, said he traveled to Tehran for the funeral of Iranian President Ebrahim Raisi, who was killed in a helicopter crash over the weekend. He also met with the country’s supreme leader.
At least 35,647 people have been killed and 79,852 injured in Gaza since the war began, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children.
Israel estimates that about 1,200 people were killed in Hamas’s Oct. 7 attack, including more than 300 soldiers, and says 282 soldiers have been killed since the launch of its military operation in Gaza.
