Several metropolitan areas have now joined rural communities in having to fetch water, at least not from wells as is the case in rural areas, but from water tanks. They, too, will commemorate Human Rights Day and our world-acclaimed Constitution while not having water, writes Mbhazima Shilowa.
Soon after the first democratic elections in 1994, Parliament agreed on a process to undertake its twin tasks: drafting and adopting a new Constitution and being a law-making body.
