Stakeholders in the dark on review of EO 12

THE National Economic and Development Authority (NEDA) has yet to release information on the review of Executive Order (EO) 12 which is due for assessment one year after its implementation.

Mobility advocate and Electric Kick Scooter Philippines co-founder and chairman Tim Vargas said that they have submitted their suggestions to NEDA but they have yet to receive a reply.

EO 12 was issued by Malacañang on January 13, 2023 to modify the tariff rates of certain electric vehicles from five to thirty percent to zero to help the country adapt to e-vehicle usage and decrease carbon emissions.

However, the EO 12 excluded e-motorcycles from the list of EVs granted tax breaks.

The executive issuance is up for mandatory review and possible revision.

Electric Vehicle Association of the Philippines President Edmund Araga on Monday said his group was not invited by NEDA to be part of the review process.

Stakeholders of the EV industry in the Philippines have urged NEDA to also extend tax breaks to e-motorcycles, saying two-wheeled electric vehicles are cheaper and motorcycles are the preferred mode of transport. They said including e-motorcycles in the list of EVs with zero tariff can help the majority of motorists as the country shifts to green transportation.

Last month, Albay Rep.Joey Salceda filed House Bill 9573 which seeks to include e-motorcyles in the list of EVs to benefit from tax breaks.
