The News about China Issuing licenses to Resume Extracurricular Tutoring Are False

Recently, there has been a picture circulating on the internet with the title “China to issue licenses to education and training companies for resuming extracurricular tutoring.” On July 20th, the official WeChat account of Chinese Association for Non-Government Education clarified that this information is purely a rumor and is being maliciously spread by individuals with ulterior motives. The original message was based on a misinterpretation of Chinese policies and does not align with the “double reduction” policy.

On July 24, 2021, China issued the “Opinions on Further Reducing the Homework Burden and Extracurricular Training Burden of Compulsory Education Students.” The aim is to avoid increasing the burden on students in compulsory education.

On November 3 of the same year, China’s State Administration for Market Regulation issued a notice on “Strengthening Control over Advertising for Extracurricular Training,” firmly prohibiting the publication of extracurricular training advertisements on advertising boards and spaces such as subway stations and bus stops.

In addition, in March 2021, the Chinese Ministry of Education also issued the “Sleeping Order”. Data shows that after the implementation of the Sleeping Order and the ‘Double Reduction’ policy, 60% of primary and secondary school students have experienced varying degrees of increase in sleep duration. Among them, 9.41% have increased their sleep time by more than 2 hours, 21.66% have increased it by 1 to 2 hours, and 28.88% have increased it by 0 to 1 hour.
